CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Dirt Inc. for DWP Trail Capping and Trail Improvements for a total amount not to exceed $324,802.50, payable from fund 452-030-5530-HANDHTAX-1528-04 (tourism and recreational projects; finance; improvements other than buildings; half & half tax projects; DWP trails; legacy project).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Dirt Inc. for DWP Trail Capping and Trail Improvements for an amount not to exceed $324,802.50.
This is part of a larger project to complete conversion of 5.5 miles of the former Duluth Winnipeg and Pacific (DWP) Railroad bed from Spirit Mountain to the intersection of West Skyline Parkway and Becks Road to be a multi-use accessible trail. The current contract includes grading, ditching, culvert installation, landscaping, and capping with crushed limestone along the entire route.
Purchasing issued an Invitation to Bid on August 13, 2020, and received seven bids as listed below. Dirt Inc. submitted the lowest responsive bid.

The contract is funded by $289,074 in grant funding from a Greater Minnesota Regional Parks and Trail Commission (GMRPT) Legacy Grant administered by the Minnesota Department of Natural Resources (DNR) and an 11%, $35,728, match from the half and half tax which is a .5% increment in the tourism tax designated by the State of Minnesota Legislature and the Duluth City Council to capital improvements to public facilities in western Duluth for the purposes of outdoor recreation and tourism.
