RESOLUTION AUTHORIZING A CLEANUP GRANT APPLICATION TO THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR THE GOODWILL PROJECT

 

Body

RESOLVED, by Duluth Economic Development Authority (“DEDA”) that DEDA act as the legal sponsor for the project contained in the Contamination Cleanup Grant Program application to support contamination cleanup on the site of the proposed Goodwill resource and training center at Atlas Industrial Park to be submitted on or about May 1, 2025, and that the President and Secretary are hereby authorized to apply to the Department of Employment and Economic Development (“DEED”) for funding of this project on behalf of DEDA.

FURTHER RESOLVED, that DEDA has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project and grant administration.

FURTHER RESOLVED, that the sources and amounts of the local match identified in the application are committed to the project identified.

FURTHER RESOLVED, that DEDA has not violated any Federal, State, or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice.

FURTHER RESOLVED, that upon approval of its application by the state, DEDA may enter into an agreement with the State of Minnesota for the above-referenced project, and that DEDA certifies that it will comply with all applicable laws and regulations as stated in all contract agreements.

                     FURTHER RESOLVED, that the President and Secretary are hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant subject to the forgoing.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes DEDA to submit a Contamination Cleanup Grant application on behalf of the True North Goodwill project at Atlas Industrial Park to the Minnesota Department of Employment and Economic Development (“DEED”). DEED’s Contamination Cleanup Grant Program helps with the costs of assessing and cleaning up contaminated sites. True North Goodwill intends to build a resource and training center on land in the Atlas Industrial Park. Sites at Atlas have a long history of contamination as they were formally part of the Universal Atlas Cement Company operation. Contamination cleanup grants require a minimum 25% local match upon award.

This site at Atlas will be the new home of Goodwill’s resource and training center. This center will serve as a hub of vocational, educational, and employment training opportunities, providing individualized assessment and training along with support including childcare to help each individual participant be successful in their career development.

The resource and training center will serve as the regional headquarters for Goodwill, housing transportation, warehousing, recycling efforts, the retail outlet store, and administrative offices, and it will provide on-site work opportunities along with classroom training.
