CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to reprogram $17,997.86 from the 2011 Community Development Block Grant Funds and are authorized to reprogram $16,232.14 from the 2015 Community Development Block Grant Funds for a total reprogramming amount of $34,230 for the West Duluth Food Access and Education Project.

Statement of Purpose
STATEMENT OF PURPOSE: The West Duluth Food Access and Education Project includes improvements to a vacant lot at 45th Avenue West and Grand Avenue, including a deep winter greenhouse, gardens, community gathering space, and other site improvements. Community Action will lease and operate the greenhouse.
Construction on the Greenhouse started in 2017, however site issues were discovered which increased the cost of construction and caused a gap amount of $34,230. Community Action Duluth recently contacted planning staff informing them that $17,997.86 in program funds from their 2011 contract had not been spent, therefore these funds could be reprogrammed. Additionally, the Washington Center Kitchen project is being reevaluated as part of an analysis of city facility needs, therefore the funds dedicated to that project could be reallocated to the Greenhouse to ensure construction continues.
