RESOLUTION ESTABLISHING THE GROWTH GRANTS PROGRAM, ACCEPTING $10,000 FROM BOREAL WATERS COMMUNITY FOUNDATION FOR THE PROGRAM, AND APPROPRIATING $20,000 TO FUND SAID PROGRAM

RESOLVED, by the Duluth Economic Development Authority (“DEDA”), that DEDA hereby establishes the Growth Grants Program (the “Program”) to support improvements and activities that enhance street appearance and encourage public engagement; and
FURTHER RESOLVED, that DEDA hereby adopts the Program Guidelines, a copy of which is attached hereto as Exhibit A; to govern the program; and
FURTHER RESOLVED, that the proper DEDA officials are authorized to accept an amount up to $10,000 from Boreal Waters Community Foundation to be deposited into Fund 860, to be used for the Program; and
FURTHER RESOLVED, that $20,000 from Fund 860 is hereby appropriated to fund the Program.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution establishes a program known as the Growth Grants Program. The Growth Grants Program will support eligible applicants through small grants up to $500. These reimbursable grants will provide for improvements and activities that enhance the street’s appearance and encourage public engagement such as exterior cleaning and painting, live performances, classes, seating, signage, planters, lighting, etc. for use and implementation during upcoming community events. This resolution also authorizes DEDA officials to accept funds from Boreal Waters Community Foundation to be used for this program. Boreal Waters Community Foundation is a partner in this grant program and will provide program funding, up to $10,000, alongside the $10,000 committed by DEDA, for a total of $20,000 to be allocated to fund the Growth Grants Program.
Businesses and building owners located within the following boundaries are considered eligible for this grant:
• 1st Street between 4th Avenue East and 4th Avenue West in Duluth
• Grand Avenue between 59th Avenue West to North Central Avenue in Duluth
• North Central Avenue between Grand Avenue to I-35 in Duluth
