RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA POLLUTION CONTROL AGENCY IMPLEMENTATION GRANTS FOR STORMWATER RESILIENCY TO FUND THE RETROFIT OF PALM STREET STORMWATER POND AND CONSTRUCT STORMWATER DRAINAGE IMPROVEMENTS IN THE 32ND AVENUE WEST CREEK WATERSHED OF DULUTH.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to apply for up to $5,000,000 from the Minnesota Pollution Control Agency, said funds to be deposited in Fund 535-500-1905-5533.

 

FURTHER RESOLVED, the City of Duluth has the legal authority to accept the money and financial, technical, and managerial capacity to ensure proper planning, execution, and maintenance of the project. The City will commit up to $500,000 from Fund 535-500-1905-5533 in combination with in-kind staff time as the City's required 10% matching share of the cost of the project.

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jennifer Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize application to the Minnesota Pollution Control Agency’s Implementation Grants for Stormwater Resilience funding opportunity. The proposed project includes retrofitting of the existing Palm Street Stormwater Pond, located near the intersection of East Palm Street and South Blackman Avenue, to increase flood resilience to downgradient areas of the Brewery Creek watershed. The affected downgradient neighborhoods include the Central Hillside Neighborhood along the 6th and 7th Avenue East corridors. The proposed project also includes stormwater utility and street drainage improvements in the 32nd Avenue West Creek watershed, which lies within a portion of the Lincoln Park Neighborhood west of 27th Avenue West. The locations of the project are generally detailed in the attached Exhibit A.

 

The project includes construction of stormwater resilience projects identified as part of the 2023 Duluth Stormwater Resiliency Plan, funded by the Minnesota Pollution Control Agency’s Planning Grants for Stormwater, Wastewater, and Community Resiliency, previously authorized by Resolution 22-0325R. The project proposes the use of currently unencumbered funds from City of Duluth stormwater capital.
