RESOLUTION REQUESTING THE CITY ADMINISTRATION ALLOCATE CARES ACT CDBG OR ESG FUNDING TO INVEST IN A LONG TERM WARMING CENTER AND HYGIENE FACILITIES TO SUPPORT INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS. (REPLACEMENT).

BY COUNCILOR RANDORF AND VICE PRESIDENT VAN NETT:
WHEREAS, the COVID-19 pandemic has had a disproportionately harmful effect on individuals and families experiencing homelessness in Duluth; and
WHEREAS, St. Louis County reported an 18 percent increase in the number of people experiencing homelessness between July 1, 2019, and July 1, 2020, based on the annual point in time survey; and
WHEREAS, by Resolution 18-0434, the council requested that the city administration study the feasibility of establishing a hygiene facility in the city for people experiencing homelessness; and
WHEREAS, in December of 2018, the director of planning and economic development shared with the council the result of the administration’s study of the feasibility of an hygiene facility; and
WHEREAS, the administration’s report concluded that it would be consistent with the city’s consolidated plan and the Imagine Duluth 2035 Plan to provide resources for construction of a hygiene facility; and
WHEREAS, the administration’s report recommended focusing on emergency warming facilities to develop key partnerships in developing a hygiene program.
THEREFORE BE IT RESOLVED, that the city council requests that the city administration allocate CDBG/ESG funding to establish a warming center and hygiene facilities for individuals and families experiencing homelessness.
BE IT FURTHER RESOLVED, that the city council supports the administration pursuing matching state and federal funding for supportive housing in 2021.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution requests that the city administration allocate CARES Act CDBG/ESG funding to establishment of a specific warming center location and create a 24/7 hygiene facility for people experiencing homelessness. The resolution also supports the administration in pursuing state and federal funding for the addition of supportive housing within the city of Duluth in 2021.
