RESOLUTION AUTHORIZING FOUR-YEAR AGREEMENT WITH THE LAKESIDE - LESTER PARK COMMUNITY CLUB FOR THE USE AND OPERATIONS OF THE FORMER LESTER PARK LIBRARY, ALSO KNOWN AS, THE LAKESIDE - LESTER PARK COMMUNITY CENTER.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a four-year agreement, substantially in the form attached as Exhibit 1, with the Lakeside - Lester Park Community Club for the use and operations of the former Lester Park Library, also known as, the Lakeside - Lester Park Community Center.

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the city to enter into a four-year agreement with the Lakeside - Lester Park Community Club (“Community Club”) for the use and operations of the former Lester Park Library, also known as, the Lakeside - Lester Park Community Center (“Community Center”).  Under the terms of the agreement, the Community Club will have the exclusive right to use the Community Center at no charge to host monthly meetings and events for the community, as well as provide an after-school program for upper-elementary, middle school, and high school students.  The Community Club may rent out the Community Club, charge rental fees for such use, and retain the proceeds.

The Community Club shall be responsible to maintain and keep, at its sole expense, the Community Center in good order and condition and provide all supplies to clean, maintain and operate the building.  In addition, the Community Club shall perform all mowing, landscaping, snow and ice removal and related grounds maintenance to the outdoor space surrounding the building.  The Community Club will also pay for all utilities, services, and other costs in connection with the operation of the Community Center.

The City may, at its sole discretion, undertake repairs to the Community Center, but shall have no obligation to undertake any repairs.

The term of the agreement is September 1, 2023 through August 31, 2027.  The Community Club’s previous agreement expired August 31, 2022, so this new agreement covers the past year, plus an additional three years.
