CITY PROPOSAL:

BE IT RESOLVED, that the proper City officials are hereby authorized to execute an agreement, substantially in the form of Exhibit A, to complete additional development of the Duluth Traverse Trail System in 2023 and 2024, at no cost to the City.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with COGGS for additional development of the Duluth Traverse Trail System in 2023 and 2024.

 

COGGS is a non-profit volunteer organization with the mission of building, maintaining, and advocating for mountain bike trails in the cities of Duluth, MN and Superior, WI. The City and COGGS have worked together to develop the Duluth Traverse Trail System, a multi-use mountain bike trail system that traverses the entire length of the City, through the Duluth Traverse Mini Master Plan approved by City Council in April 2017.

 

While a majority of the trail has been constructed with COGGS and the City working together to mobilize volunteers and to obtain grant and other types of funding, planning for additional development of the trail through four identified projects is proposed to be completed by COGGS in the summers of 2023 and 2024. Project locations include: Forest Hill, Keene Creek Park, Downer Park, and Hartley Park.

 

This agreement provides scope of work and services for each identified project, and includes detailed work specifications, equipment operating procedures, and trail construction best practices. The agreement also requires COGGS procure and maintain liability insurance during the lifespan of the proposed construction projects.

 

The work authorized by this agreement will substantially complete the bike-optimized multi-use Duluth Traverse trail system as represented in the 2017 Duluth Traverse Mini-Master Plan but for minor features, trailhead improvements, and ongoing refinements and enhancements.
