RESOLUTION AUTHORIZING APPLICATION FOR AND ACCEPTANCE OF A GRANT FROM MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR UP TO $200,000 FOR A NEW GAS MAIN CONNECTION TO THE CIRRUS COMPLETION CENTER.

CITY PROPOSAL:
RESOLVED, that the city of Duluth act as the legal sponsor for the project contained in the Business Development Public Infrastructure application to be submitted 6/30/2016 and that the mayor and clerk are hereby authorized to apply to the Minnesota Department of Employment and Economic Development for funding of this project on behalf of city of Duluth.
BE IT FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED, that the city of Duluth has not violated any federal, state or local laws pertaining to fraud, bribery, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice.
BE IT FURTHER RESOLVED, that if approved by the state, the proper city officials are authorized to accept the grant and to execute the grant agreement with the state of Minnesota for the above-referenced.
BE IT FURTHER RESOLVED, that upon approval of its application by the state, the city of Duluth will commit up to $200,000 toward the local match requirement payable from the Gas Fund (520), which shall be reimbursed by an assessment to Cirrus Design Corporation.
BE IT FURTHER RESOLVED, the city of Duluth certifies that it will comply with all applicable laws, regulations, and rules of the Business Development Public Infrastructure Application.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the City to apply to the State of Minnesota Department of Employment and Economic Development for a Business Development Public Infrastructure grant. This grant would fund 50% of the cost (up to $200,000) to install a 6” natural gas line for the new Completion Center at Cirrus Design Corporation. The matching funds for this grant will be initially funded from the Gas Fund (520), which will be reimbursed by an assessment against Cirrus Design Corporation’s facilities at the Airport.
