CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with MJ Companies LLC for the construction of Perch Lake Landing Site Improvements Project, for an amount not to exceed $276,750.00, payable from fund 205-130-1220-5530-CM205-PRCHLK (Parks Fund, Community Resources, Parks Capital, Improvements Other than Buildings, Cap Mtce Fund 205, Perch Lake Habitat Restoration).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with MJ Companies LLC for the construction of Perch Lake Landing Site Improvements Project for an amount not to exceed $276,750.00.
This project will improve the current Perch Lake Landing site and will include site access improvements, a paved parking lot including public road ingress/egress, facility stormwater systems, vault toilet, installation of an accessible kayak dock, and post construction restoration. This project also ties into the larger Marten Trail construction project with the trailhead being improved at this site.
Funding for this project comes from a cooperative agreement with the Minnesota Department of Natural Resources, a GLRI sub-grant with from the Minnesota Department of Natural Resources and a portion of the proceeds of a one-half-of-one-percent increment in Duluth’s tourism taxes.
The Purchasing Department issued an invitation to bid for the project on December 1, 2025 and received the nine responses below. MJ Companies LLC was the lowest responsible and responsive bid.
