CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with Triad Metals for the purchase of structural steel and steel sheet piling for the rehabilitation of the DECC seawall for a total amount not to exceed $1,005,477.10, payable from fund 450-030-5530; CP450-SEAWLL (Capital Improvements, Finance, Improvements Other than Buildings; Capital Projects-Other Fund Contributions, Slip and Bayfront Seawall Repairs)

 

FURTHER RESOLVED, that the proper city officials are authorized to contract with Wren Works, LLC for the installation of high performance coating on the steel sheet piling for a total amount not to exceed $354,208.91, payable from fund 450-030-5530; CP450-SEAWLL (Capital Improvements, Finance, Improvements Other than Buildings; Capital Projects-Other Fund Contributions, Slip and Bayfront Seawall Repairs)

 

FURTHER RESOLVED, that the proper city officials are authorized to contract with Veit & Company, Inc. for the repair and rebuild of the DECC seawall for a total amount not to exceed $4,672,554.40, payable from fund 450-030-5530; CP450-SEAWLL (Capital Improvements, Finance, Improvements Other than Buildings; Capital Projects-Other Fund Contributions, Slip and Bayfront Seawall Repairs).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes three contracts for the purchase of materials and labor to repair and rebuild multiple contiguous seawall sections on the DECC side of the Minnesota Slip from station 0+00 to station 12+08, as identified on the map attached as Exhibit A.

 

The seawalls in this project are well over 100 years old; some sections are original 1886 construction. They are severely compromised and are in danger of failing at any time.  The City has taken steps to fence off the most problematic areas in order to protect the public, however it is imperative that the repairs be completed, not only from a public safety standpoint but also for the long term integrity of the seawall and the public improvements adjacent to the seawall.

 

In addition, these repairs must be completed in order for the Minnesota State Pollution Control Agency (MPCA) to cap contaminants in the Minnesota Slip; which is part of the MPCA’s long-range project to clean up contamination in the St. Louis River Estuary. In order to assist the City with this project and thereby make it feasible for the MPCA to complete its capping project in 2018, the Agency has agreed to provide the City with a grant in the amount of $2,155,660 to be applied to the City’s share of the costs (to be approved under resolution 17-805R).  The City’s match requirement for the project is an estimated $4.0 to  $4.5 million which will be financed by bonding payable from lodging taxes allocated to the DECC. 

 

The city solicited bids for each contract. The results are attached as Exhibit B.
