CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with Veit & Company, Inc. for repair of storm damage to Waabizheshikana - The Marten Trail along the Spirit Cove Development for a total amount not to exceed: $553,987 payable from fund 225-125-1815-5310-STRM1018  (disaster recovery fund; finance; storm surge October 2018; contract services; storm surge October 10, 2018) and fund 452-030-5530-HANDHTAX-1501-04  (tourism and recreational projects; finance; improvements other than buildings; half and half tax projects; Waabizheshikana; extension II: Clyde to Blackmer Park).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract with Veit & Company, Inc. for repair of storm damage that portion of Waabizheshikana: The Marten Trail behind the Spirit Cove Development for a total amount not to exceed $553,987. $485,664 will be paid for by FEMA in association with the October 2018 storm disaster. The remaining $68,323 will be paid for with a portion of the proceeds from a one half of one percent increment in local tourism taxes that may only be used for capital improvements to public facilities in western Duluth to advance outdoor recreation and tourism. The completed project will restore access to the entirety of the 3.3-mile trail for the first time in the four years since the storm. Construction will include stabilization of the heavily-eroded shoreline, trail restoration, stormwater improvements, and revegetation of restored shoreline.

 

Purchasing issued an Invitation to Bid on July 6, 2022, and received three bids as listed below.  Veit & Company, Inc. submitted the lowest responsive bid.
