Title

AN ORDINANCE REPEALING ARTICLE XXXVII (37) OF CHAPTER 2 OF THE DULUTH CITY CODE AND INCREASING THE MEMBERSHIP OF THE HUMAN RIGHTS COMMISSION TO ENABLE COMMITTEE CHAIRS TO SERVE AS VOTING MEMBERS ON THE HUMAN RIGHTS COMMISSION AS THE DULUTH PROTECTED CLASS COMMISSIONS ARE INCORPORATED AS COMMITTEES WITHIN THE HUMAN RIGHTS COMMISSION.

Body

BY COUNCILOR AWAL:

The city of Duluth does ordain:

Section 1. That Article XXXVII of Chapter 2 is repealed in its entirety.

Section 2. That Section 29C-3 of Chapter 29C of the Duluth City Code be amended as follows:

Sec. 29C-3.                     Duluth human rights commission--created.

There is hereby created a permanent Duluth human rights commission which shall consist of nine members who shall be appointed by the mayor and be subject to the approval of the city council. In addition, committee chairs elected under section 29C-4(b) shall be deemed nominated as eligible to serve as voting members of the human rights commission. All voting members of the commission shall be appointed by the mayor and approved by the city council. There shall be no more than six committee chairs.

Section 3.  That this ordinance shall take effect 30 days after its passage and publication.

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this ordinance is to repeal Article 37 of the Duluth City Code to enable the Duluth Nonbinary, Queer, Trans, Two Spirit, Lesbian, Gay, Bisexual, Intersex, and Asexual Commission to re-establish as a committee within the Duluth human rights commission.  The NQT2SLGBIA Commission recently voted to join the human rights commission, and this is the next step in the process.  The consolidation of the protected class advisory commissions into a single Duluth human rights commission will improve equity, increase efficiency, and strengthen the impact of the human rights-related work in the city of Duluth.  This consolidated body will provide a unified platform to advise the mayor and city council on matters of discrimination, inclusion, equity, accessibility, and community representation for all historically marginalized communities.
