CITY PROPOSAL:

 

RESOLVED, that proper city officials are hereby authorized to renew an agreement, substantially in the form attached hereto as Exhibit A, with the Duluth Housing and Redevelopment authority (HRA) whereby the city accepts $17,500 from the HRA to provide additional funding support to the Tenant Landlord Connection Program operated by One Roof Community Housing for the period of January 1, 2022 to December 31, 2022. Monies received shall be deposited into Fund number 110-700-1407-4654-02.

 

FURTHER RESOLVED, that proper city officials are authorized to enter into an agreement, substantially in the form attached hereto as Exhibit B, with One Roof Community Housing to fund the Tenant Landlord Connection Program for 2022 in the amount of $40,000 plus the $17,500 from HRA, for a total contract amount of $57,500, payable from Fund 110-700-1407-5441 (General Fund, transfers and other functions, miscellaneous, other services and charges).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution is to authorize city officials to accept $17,500 in funding from the Duluth Housing and Redevelopment Authority to provide additional funding to One Roof Community Housing to operate the Tenant Landlord Connection (TLC).

The Tenant Landlord Connection (TLC) was created for the purpose of providing resources to renters and landlords to help prevent homelessness through education, mediation, referrals, problem-solving assistance and information; and to encourage the exercise of accountability and responsibility by all parties. One Roof will continue to operate the TLC with guidance from the HRA, City of Duluth, and St. Louis County, and will provide Ready to Rent workshops, landlord trainings, mediation services, information and referral, and program evaluation. The goal of these activities will be to build positive relationships between landlords and tenants, provide education to landlords and tenants about their rights and responsibilities, and stabilize housing participants for six months or longer.

The HRA is providing separate funding on a fee-for-services basis to One Roof associated with the TLC, which shall be provided directly to One Roof from HRA for up to $25,000. The funding provided for in this resolution will be supplemental HRA match to the City’s General Fund commitment to TLC for 2022, set in the City’s 2022 General Fund budget at $40,000. Consequently, the General Fund contract between One Roof and the City for the TLC project for 2022 will be in an amount of $57,500.
