CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Trail Source, LLC., for trail repairs and improvements at Chester Park, Congdon Park and Hartley Park, in accordance with the plans and specifications prepared by SAS+Associates, and a total contract amount not to exceed Three Hundred Forty-Three Thousand Two Hundred Twenty-Four Dollars and Thirty-Six Cents ($343,224.36), payable as follows:

The total Project cost includes the contractor’s Hartley Park base bid and mobilization cost for Projects C and D of $169,563.50, Project D Alternate #1 of $8,039.80, and Project D Alternate #2 of $80,327.20; the contractor’s Congdon Park base bid and mobilization cost of $75,951.86; and the contractor’s Chester Park base bid and mobilization cost for Projects 1, 3, 6, 9, 10, 12, and 13 up to a total project cost of $9,342.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Trail Source, LLC for trail repairs and improvements in Hartley, Chester and Congdon Parks.
The project includes FEMA-funded trail repairs to seven flood-damaged locations in Chester Park and fourteen flood-damaged locations in Congdon Park. The project also includes two state-funded improvements in Hartley Park that were prescribed in the Council-approved mini-master plan for the park - reconstruction of Old Hartley Road and reconstruction of the trail from the nature center to the pond.
The purchasing division posted an invitation to bid on the city’s website on April 12, 2016 and received three bids by the closing date. The bids were reviewed. Trail Source, LLC was the lowest responsible bidder. The bid results are attached as Exhibit A.
