RESOLUTION ADOPTING A MASTER PLAN UPDATE FOR THE SPIRIT MOUNTAIN RECREATION AREA

CITY PROPOSAL:
RESOLVED, that:
(a) Minnesota Laws, 1973, Chapter 327, requires that, prior to the construction of any building, facility, or other use of the Spirit Mountain Recreation Area the Duluth City Council shall, upon recommendation of the City Planning Commission and the City Parks and Recreation Commission, approve a master plan update for the use of property within the Spirit Mountain Recreation Area; and
(b) The city planning commission reviewed the proposed Spirit Mountain Master Plan Update at their regular meeting of October 10, 2017 and recommended approval of the said plan to city council; and
(c) The Parks and Recreation Commission reviewed the proposed Spirit Mountain Master Plan Update at their regular meeting of December 13, 2017 and recommended approval of the said plan to city council; and
(d) That the city council of the city of Duluth upon said recommendations and after due review, does approve the Spirit Mountain Master Plan Update
Statement of Purpose
The City of Duluth contracted with Ecosign Mountain Resort Planners Ltd. to complete the Master Plan update. The planning process began in September of 2016. City Staff, SMRA Board and management team have been working collaboratively with Ecosign to prepare the master plan update. A public meeting was held on April 20th, 2017 to gather input on work completed and the planning process. A set of core elements form the structure of the Master Plan. These elements indicate the strategic direction to be taken by Spirit Mountain to achieve their mission by being a premier four seasons outdoor adventure recreation area. Additionally, the planning process included developing a set of comprehensive maps of the existing facilities and proposed recreation area amenities. This resolution approves the Spirit Mountain Master Plan Update for the Spirit Mountain Recreation Area. The plan has been reviewed and recommended for approval by the Planning Commission and the Parks and Recreation Commission. The plan has received public review and conforms to the City Comprehensive Plan.
On October 10, 2017, the Duluth City Planning Commission reviewed the Master Plan Update and voted 7 yeas, 0 nay, and 0 abstentions to recommend the city council approve the plan.
On November 8, 2017 the Duluth City Parks and Recreation Commission held a public hearing on the proposal and heard comments from citizens.
On December 13, 2017 the Duluth City Parks and Recreation Commission reviewed the Master Plan Update and recommended approval of the plan to city council.
