CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept $63,500 from the Duluth Economic Development Authority (DEDA) to assist in the funding of environmental assessment services for the Central High School site redevelopment. 

 

FURTHER RESOLVED, that property city officials are authorized to amend agreement L30869, attached as Exhibit A, with Stantec Consulting Services, Inc., for additional environmental assessment services, for an additional amount of $77,500, for a total amount not to exceed $122,500, payable as follows:

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the City of Duluth to accept funding assistance from the Duluth Economic Development Authority, approved by DEDA Resolution 23D-45 attached as Exhibit B, and to use such funds to assist in the funding of an amendment to Agreement L30869 with Stantec Consulting Services, Inc., for additional environmental services for the Central High School site redevelopment.

 

During the project kickoff meeting, it was determined that due to the scope and size of the project, the City would be best served by an alternative urban areawide review (AUAR) rather than an environmental assessment worksheet (EAW).  The increase will cover additional requirements to produce an AUAR to assess and reduce potential adverse project impacts on adjacent residents and the surrounding environment, including the requirement of an additional traffic impact study. 

 

The developer of the project has reimbursed the total cost of the original environmental service, and is contributing an additional $14,000 to combine with DEDA’s contribution to fund the increased cost.  The total increase to the agreement is in the amount of $77,500 for a new total not to exceed $122,500.
