RESOLUTION AUTHORIZING AN AGREEMENT WITH SE GROUP TO UNDERTAKE FINANCIAL ANALYSIS, A STRATEGIC BUSINESS PLAN, AND AN ECONOMIC IMPACT ANALYSIS FOR SPIRIT MOUNTAIN RECREATION AREA IN SUPPORT OF THE SPIRIT MOUNTAIN TASK FORCE.

CITY PROPOSAL:
WHEREAS, Mayor Emily Larson has charged a Spirit Mountain Task Force to deliver recommendations for Spirit Mountain Recreation Area to achieve long-term financially sustainability including financing to address deteriorated infrastructure.
WHEREAS, Mayor Emily Larson has directed the Spirit Mountain Task Force to examine all options to achieve financial sustainability including business improvement strategies, capital infrastructure right-sizing and renewal, adjustments to tourism tax support, strategic partnerships, and opportunities that may exist for sale, lease, contract management, and/or real estate development.
WHEREAS, the SE Group has submitted a proposal attached as Exhibit A to undertake financial analysis, market analysis, a strategic business plan, and an economic impact analysis designed to help the Spirit Mountain Task Force fulfill its charge.
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with SE Group to undertake financial analysis, a strategic business plan, and an economic impact analysis for Spirit Mountain Recreation Area (SMRA) in support of the Spirit Mountain Task Force as proposed in Exhibit A for an amount not to exceed $74,000 from fund 110-700-1407-5319 (General Fund, Transfers and Other Functions, Miscellaneous, Other Professional Services) and that tourism tax funds will reimburse the General Fund for this cost if collections do better than the fifty percent projected collection shortfall.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with SE Group to undertake financial analysis, a strategic business plan, and an economic impact analysis for Spirit Mountain Recreation Area in support of the Spirit Mountain Task Force for an amount not to exceed $74,000. The work will support the purpose of the Spirit Mountain Task Force to chart a financially sustainable long-term course for Spirit Mountain.
SE will undertake its work in three phases:
1. Complete a feasibility study to provide in-depth analysis of current operations, market conditions and opportunities for future business.
2. Complete a thorough financial analysis of the existing operation and, using pro-forma modeling and breakeven analysis, determine an Implementation Strategy that details optimal phasing for projects and operational adjustments based on various scenarios for capital expenditures, operating parameters, organizational structure, ownership, and funding.
3. Complete an economic impact analysis to document the direct and indirect economic impacts of Spirit Mountain on the regional economy.
The SE Group will work in close consultation with the recently appointed Spirit Mountain Task Force and report out to public officials and the community at critical junctures. A Strategic Business Plan document will be compiled to summarize findings and detail the steps required to implement the plan.
