CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept reimbursement monies from the State of Minnesota, acting through its commissioner of public safety on behalf of the Bureau of Criminal Apprehension (“BCA”); said monies to be used to reimburse the Lake Superior Violent Offender Task Force members for overtime expenses incurred and allowed for their participation in the State of Minnesota’s Anti-Meth Task Force Program as more fully set forth in the Joint Powers Agreement attached hereto as Document A.

 

FURTHER RESOLVED that the city shall serve as the fiscal agent and depository of funds generated for the Lake Superior Violent Offender Task Force in connection with its participation in the Anti-Meth Task Force program, with reimbursement monies to be deposited in Fund No. 215-200-2248-4220-02 (Duluth police grant programs, police, MN anti-meth task force program, State of Minnesota operating) and expenses to be paid from fund numbers 215-200-2248 -5447 (Duluth police grant programs, police, MN anti-meth task force program, payment to other government agencies) and 215-200-2248-5700-10 (Duluth police grant programs, police, MN anti-meth task force program, inter-fund transfer out to general fund).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the City of Duluth to act as fiscal agent for the Lake Superior Violent Offender Task Force in connection with its participation in the State of Minnesota’s Anti-Meth Task Force Program.  Participation in this Program will qualify the Lake Superior Violent Offender Task Force members for potential reimbursement monies for overtime expenses as set forth in the Joint Powers Agreement with the State of Minnesota.  The City of Duluth is a member of the Lake Superior Violent Offender Task Force which has been in existence since 1991 and is a separate legal entity created pursuant to a Joint Powers Agreement. The function of the Lake Superior Violent Offender Task Force is to promote coordination and cooperation between member agencies in addressing drug, gang, and violent crime in the Duluth Superior metropolitan and surrounding areas.
