RESOLVED, by the Duluth Economic Development Authority (“DEDA”) that the proper DEDA officials are hereby authorized to enter into a three-year agreement for general professional services consulting (DEDA Contract No. 26 860 004) with Ehlers and Associates, Inc., substantially in the form of that attached hereto as Exhibit A, to provide public finance consulting services in an amount not to exceed $100,000 annually, and a total contract amount not to exceed $300,000, said sum to be payable from Fund 860.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the execution of a three-year professional services agreement with Ehlers and Associates, Inc., to provide public finance consulting services associated with development and redevelopment projects, including the creation and management of TIF districts in an amount not to exceed $100,000 annually, and a total contract amount not to exceed

$300,000.

 

Ehlers and Associates has provided services to DEDA for several decades. This is a general services agreement to allow for continued consulting services to DEDA. In instances where preliminary analysis is conducted on a development project, DEDA is responsible for the cost of those preliminary analysis. For projects that have applied for business subsidy, the developer is responsible for reimbursement to DEDA of any costs incurred associated with the development. As such, the majority of the expenditures by DEDA to Ehlers are reimbursed; however, consistent with DEDA purchasing policy, a general professional services agreement is required for the up-front expenditures for Ehlers services.
