CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to issue a purchase order to Thunder Bay Chemicals for the purchase and delivery of liquid aluminum sulfate in 2026 in accordance with city-approved specifications and the vendor’s bid totaling $267,952.00 as identified below:
An estimated 160,000 gallons of liquid aluminum sulfate for $1.6747 per gallon for a total of $267,952.00, payable from fund 510-500-1955-5216-04 (water fund, Public Works and Utilities, water treatment and pumping, chemicals, liquid aluminum sulfate).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase and delivery liquid aluminum sulfate from Thunder Bay Chemicals for a total not to exceed amount of $267,952.00.
The chemical is used for disinfection and fluoridation at the Lakewood water treatment plant, located at 8130 Congdon Boulevard in Duluth. The estimated quantity is based on past need.
The purchasing division posted a request for bids November 26, 2025. Thunder Bay Chemicals was the lowest responsive bidder.
