CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with the United States Environmental Protection Agency, substantially in the form attached as Exhibit 1, for access and use of city-owned property in connection with an environmental clean-up project at and around Munger Landing.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with the United States Environmental Protection Agency (“EPA”) for access and use of city-owned property in connection with an environmental clean-up project at and around Munger Landing.
The EPA, in conjunction with the Minnesota Pollution Control Agency (“MPCA”) and the U.S. Army Corps of Engineers, has designed a project to remediate contaminated sediments in the vicinity. Access to, and use of, city-owned property is necessary to conduct the Project. Construction is scheduled to begin in June 2022 and conclude in February 2024, with vegetation and invasive species monitoring and maintenance to conclude in November 2025.
EPA will complete the Project at no cost to the City. EPA is responsible to restore the city property at the completion of the Project, including the re-establishment of vegetation and removal of invasive species. In consideration for the use and closure of the Munger Landing site, the EPA will construct, at its own costs, a sandy paddle sports landing at Munger Landing that will be available for public use upon completion.
A map of the city property affected by this agreement and the areas to be dredged are shown on Exhibit A to the attached Exhibit 1.
