EXCEED $317,000.00.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with KTM Paving,
Inc. for the Knowlton Creek Trail Bridge Abutments project for a total amount not to exceed
$317,000.00, payable from fund 452-030-5530-HANDHTAX-1506 (tourism & recreational
projects, finance, improvements other than buildings, half & half tax projects, Nordic - Lower
Spirit).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with KTM Paving, Inc. for
the Knowlton Creek Trail Bridge Abutments project for an amount not to exceed $317,000.00. This project will make improvements to the bridge crossing at Knowlton Creek. The bridge is
used by a snowmobile trail, the Superior Hiking Trail, and the Duluth Traverse bike-optimized
multi-use trail system. The scope of work includes removal and replacement of the existing
bridge abutments, salvaging the existing structure, adjustments to the approach grading and
drainage systems, and constructing retaining walls
Funding for the project is drawn from a $1.7 million grant from the Greater Minnesota Parks
and Trails Commission, a $150,000 Federal Recreational Trails Program grant, and a $250,000
Minnesota DNR Regional Trails Program grant.
Purchasing issued an Invitation to Bid on August 16th, 2023 and received two bids as listed
below. KTM Paving, Inc. submitted the lowest responsive bid.
