CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept certain real property and enter into the donation agreement, substantially the same as that on file with the office of the City Clerk, with Seth Prouty, a single person, for the donation of real property legally described below (the "Property"):

Easterly One-half (E'ly 1/2) of Lot Three Hundred Fifty-Nine (359), Block One Hundred Twenty-three (123), Duluth Proper Second Division, according to the recorded plat thereof on file and of record in the office of the Register of Deeds, St. Louis County, Minnesota

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute all documents necessary to effectuate the acquisition of the Property from Seth Prouty.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize and accept the donation from Seth Prouty of real property located at 2213 W. 4th Street in the Lincoln Park neighborhood (the "Property").

The structure located on the Property previously had a large fire and a condemnation for human habitation was ordered on July 8, 2019. The current structure is in an uninhabitable, dilapidated, unsafe, and unsightly condition. This City has identified CDBG funding to pay for the demolition of the structure once the Property is conveyed to the City. Once owned, the City intends to incorporate the Property into the Rebuild Duluth program to facilitate future infill housing development on the site.

The City will perform due diligence on the Property before closing, including but not limited to environmental investigation and title work.
