CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to transfer surplus fire engine asset #7345 to Lake Superior College, a non-profit public community and technical college, in exchange for fire training services for Duluth Fire Department staff valued at $36,000.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the transfer of fire engine 333 to Lake Superior College in exchange for fire training services valued at $36,000.
Fire Engine #333, asset #7345, is a 2001 American LaFrance fire engine being replaced by a 2025 Custom Fire apparatus fire engine, and is no longer needed by the Duluth Fire Department (DFD). The DFD wishes to keep their fleet to an operational minimum to save on repair and maintenance costs associated with vehicles that are not used very often. American LaFrance went out of business in 2014 causing nearly all chassis parts to become obsolete and unavailable.
Lake Superior College has a need for this engine for their Emergency Response Training Center and agreed to waive DFD’s yearly operational fees at their training facility of $36,000 for compensation for the vehicle. This is approximately three years of training services. This will allow DFD to also use this asset at the LSC-ERTC when conducting department and regional training.
To determine whether the City was receiving adequate value in exchange for the vehicle, Fleet Services reached out to Custom Fire, the company providing the replacement vehicle. While they did not want the vehicle in trade, they indicated a value of $15,000 for poor condition and up to $50,000 for excellent condition. This engine is in poor to fair condition, so $36,000 appears to be a fair compensation amount.
