CITY PROPOSAL:

                     RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form of that attached hereto as Document A, with CentralSquare Technologies, LLC, to assist the city of Duluth (“City”) in enforcement of the False Alarm Ordinance, Chapter 29B of the Duluth City Code. Fees and penalties collected under the agreement are payable into Fund 110, Department 160, Organization 1610, Revenue Source 4329 (General Fund, Police Department, Administration & Investigations, False Alarm fees & Penalties).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the renewal of an agreement (previously with Public Safety Corporation (PSC) who created and marketed the proprietary and patented software system called CryWolf; CentralSquare has purchased 100% of the assets of PSC) to provide false alarm services to the City. The goal of the False Alarm Ordinance is to encourage more responsible use of alarm systems and to reduce the number of false alarms to which peace officers must respond. CryWolf is a software system which is designed to assist in accessing information relevant to false alarms. Net revenues will be split 65 percent to the city and 35 percent to CentralSquare. CentralSquare (f/k/a PSC) has provided false alarm services to the city since 2010.  The term of this renewal contract is five years.
