CITY PROPOSAL:
BE IT RESOLVED, that the proper city officials are authorized to execute an agreement with Northern Ecological Services, substantially in the form attached as Exhibit A, for services to remove and treat invasive species at Hartley Park Natural Area and St. Louis River Natural Area for a total amount of $158,250.00, payable from fund 205-130-1220-5441, CM205-SLRNA-Phase II (parks fund, Community Resources, parks capital, other services & charges, capital maintenance fund 205, St. Louis River natural area, phase II natural resources management plan/land acquisition & restoration).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Northern Ecological Services to conduct invasive species removal and treatment on City lands in two management units in Hartley Park Natural Area, and four management units in the St. Louis River Natural Area, from 5/1/24 through 12/31/24. This work will support habitat restoration on lands in the St. Louis River Corridor and Hartley Park where the City and other entities have spent resources in the past to improve habitat. These areas have high ecological and recreational value for the City and will benefit from the continued attention necessary to restore the ecological health of Tischer Creek and St. Louis River watersheds.

Funding for this agreement will be provided from a grant of $900,000 from the U.S. Environmental Protection Agency Great Lakes Restoration Initiative program accepted through City Council resolution 20-0607R, for the purpose of acquisition and restoration of ecologically valuable tax forfeit property within the City of Duluth. There is no cost to the City of Duluth.
