RESOLUTION OF INTENT TO ESTABLISH LESTER PARK GOLF COURSE AS THE TEMPORARY LOCATION OF CITY OF DULUTH GOLF OPERATIONS FOR THE 2024 SEASON.

CITY PROPOSAL:
RESOLVED, that the City of Duluth intends to establish Lester Park Golf Course as the temporary location of City of Duluth golf operations for the 2024 season.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution expresses the City of Duluth's intent to establish Lester Park Golf Course as the temporary location of City of Duluth golf operations for the 2024 season.
City Council normally approves annual golf operating plans in late fall when it approves the Golf Enterprise Fund budget. Because preparing Lester to reopen in 2024 requires extensive effort by the City's golf management firm beginning immediately and extending through the remainder of 2023, it is necessary to confirm the City Council's intentions for 2024 City of Duluth golf operations now.
Reopening Lester is projected to result in an unfunded 2024 loss to the Golf Enterprise Fund in an approximate range of $600,000 to $850,000 The projected operating loss is a product of the extraordinary costs to reopen a golf course that has been shuttered for a significant period, the necessity to continue maintaining Enger Park Golf Course while Lester is open, and poorer historic financial performance of Lester vs. Enger.
If the City opts not to reopen 18 holes at Lester Park Golf Course during 2024 Enger Park Golf Course renovation, the City would instead direct contractors to undertake the Enger Park Golf Course renovation project in a manner that would allow continued public operation of at least 18 holes of golf at that course throughout construction.
This resolution is pursuant to two City Council resolutions - 19-0358R and 21-0751R - both stating the City's intent to temporarily reopen 18 holes at Lester Park Golf Course for one year during Enger Park Golf Course renovations. In 2021, the City of Duluth announced its final ...
