RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN ST. LOUIS COUNTY AND THE CITY OF DULUTH FOR THE COMMONWEALTH AVENUE STREET IMPROVEMENTS.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized and directed to execute an agreement between St. Louis County and the city of Duluth to provide for administration of a State Park Road Account (SPRA) grant for S.A.P. 69-600-45 (Commonwealth Avenue) provided by the Minnesota Department of Natural Resources in the amount of $432,355.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with St. Louis County for the county to act as funding agent and contract administrator of the SPRA grant. The city will provide design and construction engineering on the project. The county will hold the funds and pay directly to the contractor. Any costs above the grant amount of $432,355 will be paid by the city. At this time $80,320 is estimated to be paid by Stormwater Utility Fund 535 above the grant amount. City project no. 1319. The County rebuilt the Boy Scout Landing parking lot and wanted to improve access via Commonwealth Avenue, a city street. The city applied for and received the SPRA monies to rebuild Commonwealth Avenue from Highway 23 to the parking lot, about 600 feet.
