CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to submit an application to the U.S. Environmental Protection Agency (EPA) for a grant of up to $750,000 from the Great Lakes Restoration Initiative (GLRI) program for costs related to the Cody Street filtration basin project .
FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the financial assistance, receive assistance and has the financial, technical, and managerial capacity to ensure proper implementation of the project.
FURTHER RESOLVED, that there is no local match required for the GLRI program and no match is being committed by the city of Duluth.
FURTHER RESOLVED, the city of Duluth has not violated any federal, state or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice.
FURTHER RESOLVED, that upon approval of the application by the EPA, the city of Duluth may enter into an agreement with the EPA for the above-referenced project.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Juanita Salinas, city of Duluth finance director, 411 West 1st Street, Duluth MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the application to the U.S. Environmental Protection Agency's Great Lakes Restoration Initiative program. This grant will fund project costs related to the construction of the Cody Street Filtration Basin, which will be located near the intersection of Cody Street and Westgate Boulevard, in the Cody Neighborhood of Duluth.
