RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND THE CONFIDENTIAL UNIT OF THE CITY OF DULUTH FOR THE YEARS 2025-2027.

CITY PROPOSAL:

                     RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement, substantially in the form attached hereto as Exhibit A, with the Confidential Unit of the City of Duluth covering the years 2025 through 2027.

 

Statement of Purpose

STATEMENT OF PURPOSE: The city and the Confidential Unit of the City of Duluth have negotiated a successor collective bargaining agreement (CBA) to their current 2022-2024 CBA. The parties tentatively agreed to a 2025-2027 collective bargaining agreement on December 12, 2024, and the Confidential Unit membership ratified this 2025-2027 collective bargaining agreement on January 3, 2025. This three-year contract has wage increases of 2.5 percent in 2025, plus an additional 2.0 percent increase in exchange for a reduction in the number of sick leave days from 120 per year to 60 a year; a 3.0 percent increase in 2026, plus an additional market increase of 2.0 percent; and a 2.5 percent increase in 2027, plus an additional market increase of 2.0 percent. All employees will move from a 37.5 hour weekly schedule to a 40 hour weekly schedule. In addition, the CBA provides for a 1.0 percent increase to longevity pay after seven years of service and a 1.0 percent increase to the employer’s contribution to employees’ Health Care Savings Plan effective January 1, 2026.  The CBA also provides for two additional days of vacation.
