RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A JOINT POWERS AGREEMENT WITH THE STATE OF MINNESOTA, DEPARTMENT OF PUBLIC SAFETY, BUREAU OF CRIMINAL APPREHENSION, ALLOWING THE CITY OF DULUTH POLICE DEPARTMENT TO ACCESS THE MINNESOTA CRIMINAL JUSTICE DATA COMMUNICATIONS NETWORK SYSTEM FOR A PERIOD OF FIVE YEARS AT A COST OF $46,200, AND FURTHER AUTHORIZING EXECUTION OF THE COURT DATA SERVICES SUBSCRIBER AMMENDMENT TO CJDN SUBSCRIBER AGREEMENT.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a joint powers agreement with the state of Minnesota, department of public safety, bureau of criminal apprehension providing for the continued access by the city of Duluth police department to the Minnesota criminal justice data communications network systems and tools for a period of five years at a total cost of $46,200. Said joint powers agreement to be substantially the same as the attached Document A; fees payable from Fund 110-160-1610-5414 (General, Police, Administration and Investigation, Software Licenses and Maintenance Agreements).
FURTHER RESOLVED, that the proper city officials are authorized to execute a court data services subscriber amendment, substantially the same as the attached Document B, from the state of Minnesota, department of public safety, bureau of criminal apprehension.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute an agreement whereby the Duluth police department may continue to access the Minnesota Criminal Justice Data Communications Network and those systems and tools. This is a renewal of a prior agreement with the State of Minnesota. The police department needs these data to perform its criminal justice duties. To access these data, the police department will be charged a quarterly fee of $2,310 or a total annual fee of $9,240. The total fee for the five-year contract period is $46,200.
