RESOLUTION AUTHORIZING A FIRST AMENDMENT TO FUNDING AGREEMENT WITH CHURCHES UNITED IN MINISTRY GRANTING AN ADDITIONAL $500,000, FOR A TOTAL AMOUNT NOT TO EXCEED $650,000, FOR THE PURPOSE OF PROVIDING INFRASTRUCTURE ASSISTANCE FOR OUTDOOR LIVING ZONES, WARMING CENTERS, AND EMERGENCY TRIAGE HOUSING.

CITY PROPOSAL:

RESOLVED, the proper city officials are authorized to enter into a First Amendment to Funding Agreement, substantially in the form of attached Exhibit A, with Churches United in Ministry (“CHUM”) granting an additional $500,000, for a total not to exceed $650,000, to CHUM, acting as fiscal sponsor for Stepping On Up, for public infrastructure assistance for outdoor living zones on private property, warming centers, and emergency triage housing in the city of Duluth, payable from fund no. 110-700-1450-5310.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes city officials to provide an additional $500,000 in city funds to support CHUM, acting as fiscal sponsor for Stepping On Up, in providing public infrastructure assistance for outdoor living zones on private property, warming centers, and emergency triage housing in the city of Duluth.

 

In Resolution 23-0758R the city council strongly recommended that the 3.45 Million in proceeds from the sale of the Cirrus Incubator Building be allocated to various city projects and funds. The City Council recommended allocating $500,000 to Stepping on Up to be utilized for Phase 1 of their 5 year plan to address homelessness.
