CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Ever-Green Energy for engineering services for boiler system redesign as identified in the attached Exhibit A, for a total amount not to exceed $243,650, payable from fund 540-920-1493-5310 (steam, Steam Department, steam transmission & distribution, contract services).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an agreement with Ever-Green Energy for engineering design service to redesign Duluth Energy Systems’ boiler system to retire the use of coal as a fuel source and begin using fuel oil as the back-up fuel source in all four boilers. As part of this project, two coal-fired boilers will be converted to natural gas-fired operation; the other two boilers have already been converted to natural gas.

The City Purchasing Division issued a request for proposals on August 9, 2024.  Although five vendors expressed interest in the project, due to the unique nature of the work, only one vendor submitted a proposal as listed below.
