RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A GRANT AGREEMENT WITH THE UNITED STATES DEPARTMENT OF TRANSPORTATION FOR THE PLANNING STUDY OF THE I-35 CORRIDOR WITHIN THE DULUTH CITY LIMITS FROM THE RECONNECTING COMMUNITIES PROGRAM IN THE AMOUNT OF $1,800,000.00.

CITY PROPOSAL:

RESOLVED, that the city of Duluth (“City”) applied for a community planning grant from the United States Department of Transportation (“USDOT”) Reconnecting Communities Program (“RCP”) for the planning study of the Interstate 35 (“I-35”) corridor within the Duluth city limits;

FURTHER RESOLVED, the USDOT has given notice that funding for this project is available;

FURTHER RESOLVED, the amount of the grant has been determined to be $1,800,000.00;

FURTHER RESOLVED, that the City has applied for and will be receiving the 20% non-federal match from the Infrastructure Investments and Jobs Act State Aid match program of $450,000.00;

FURTHER RESOLVED, that the proper city officers are authorized to accept and execute the reconnecting communities pilot program grant agreement, substantially in the form of the attached Exhibit A, with the USDOT for the planning study of I-35, said funds to be deposited into Fund 210,030-3217-4210-02, City Project 2233, S.A.P. 118-010-030.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the acceptance of a grant from the USDOT for the Planning Study of the I-35 Corridor within Duluth city limits of $1,800,000.00. The study will be led by the City of Duluth in partnership with MnDOT and the Duluth-Superior Metropolitan Interstate Council (“MIC”) The grant is to develop a long-term and comprehensive plan for the I-35 corridor to improve connectivity, better integrate existing and future land uses, and realize economic development opportunities
