CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with TKDA for the Spirit Mountain Snowmobile Trails project as identified in the attached Exhibit A for a total amount not to exceed $54,473.00, payable from fund 452-030-5530-HANDHTAX-1506 (tourism & recreational projects, finance, improvements other than buildings, half & half tax projects, Nordic - Lower Spirit).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with TKDA for professional engineering services related to the Spirit Mountain Snowmobile Trails project for a total amount not to exceed $54,473.00.

The services to be provided include surveying and design of the connector segments, trail grading and drainage, obtaining wetland delineation details, producing construction documents and construction observation.

This engineering agreement is pursuant to a larger grant-funded project to improve destination trail systems for mountain biking, cross country skiing, and snowmobiling in and around Spirit Mountain so as to strengthen Duluth's status as a national outdoor recreation destination, improve Spirit Mountain business performance, better connect the City-of-Duluth-managed snowmobile trail system to Spirit facilities and services, and address deferred maintenance. Specific improvements include completion of Grand Avenue Nordic Center trail construction, enhancement and repair of some Spirit downhill mountain biking trails, and improved snowmobile trail connections to the upper and lower chalets.
