RESOLUTION AMENDING RESOLUTION 16-0846, ADOPTING LICENSE, PERMIT, FINE, PENALTY, AND OTHER CHARGES FOR 2017, TO REVISE VACANT BUILDING REGISTRATION FEES.

CITY PROPOSAL:
RESOLVED, that vacant buildings are a threat to public safety.
RESOLVED FURTHER, the city bears the majority of the costs of maintaining, administering, and demolishing vacant properties as well as servicing them with police and fire protection and public infrastructure.
RESOLVED FURTHER, that studies indicate that the police and fire calls per year at a vacant building property increase. The likelihood of crime or arson occurring at the vacant building also increase per year.
RESOLVED FURTHER, that the longer a property stays vacant, the more likely it is to have housing code violations and require City housing and environmental abatement services. The city’s costs increase each year the building remains vacant due to deterioration.
RESOLVED FURTHER, that Resolution 16-0846, adopting license, permit, fine, penalty and other charges for 2017, be amended to add, delete, and modify the following fees:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution amends Resolution 16-0846 by increasing vacant building registration fees. The city’s costs associated with vacant buildings increase each year a building remains vacant.
