CITY PROPOSAL:

BE IT RESOLVED, that the proper City officials are hereby authorized to execute a license agreement with Minnesota Power, substantially in the form of Exhibit 1, for use of certain property in Canal Park for operation of their electric vehicle charging stations through 2035, at no cost to the City.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a license agreement, substantially in the form of Exhibit 1, with Minnesota Power for use of certain property within the Lake Place Lot located at Lower Railroad Street and Lake Avenue, to allow for the installation and operation of electric vehicle charging stations.

 

The City owns and operates the parking lot, which features a carport containing four Level 2 electric vehicle charging stations. This license agreement will allow Minnesota Power to install two dual-plug Direct Current Fast Charging (DCFC) units capable of servicing up to four vehicles simultaneously at a higher rate than the existing City-owned equipment. The electricity distributed through the chargers will be paid for by Minnesota Power, who will collect the revenue from their DCFC usage at rates approved by the Minnesota Public Utilities Commission.

 

This agreement will allow for substantially expanded electric vehicle charging services to the public, at a highly visible location well-situated for tourists, businesses, and travel along Interstate 35. Minnesota Power will be responsible for all costs associated with installation and maintenance of the units.
