CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to express support for Three Rivers Community Action and One Roof Community Housing's request for funding to the Minnesota Housing Finance Agency for low-income housing tax credits to construct a 52-unit mixed income apartment building.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution expresses the city council's support of an application to be submitted to the Minnesota Housing Finance Agency (MHFA) by Three Rivers Community Action and One Roof Community Housing for low-income housing tax credits that may be awarded by MHFA for the construction of a 52-unit mixed income apartment building. The deadline for submission of the application to MHFA is July 16, 2020. MHFA intends to finalize their funding decisions by December 2020.

The proposed Brewery Creek Apartments project calls for construction of a new five-story building in the Hillside neighborhood, at the corner of 6th Ave E. and 4th St. The project will reserve 22 units as permanent supportive housing for High Priority Homeless/Long Term Homeless single youth. In addition, four (4) two-bedroom units will house youth families that receive support services from Life House and Project Based Section 8 rental assistance from the Housing and Redeployment Authority of Duluth (HRA). The project will also reserve an additional six (6) units for households that include persons with disabilities that are experiencing a serious or persistent mental illness. All remaining units will be available to the general population and are targeted to meet the needs of the local workforce.
