CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Dirt Inc. for DWP Trail Rehabilitation for a total amount not to exceed $130,402.50, payable from fund 452-030-5530-HANDHTAX-1528-03 (tourism & recreational projects; finance; improvements other than buildings; half & half tax projects, DWP Trails Infrastructure).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Dirt Inc. for the DWP Trail Infrastructure Rehabilitation for an amount not to exceed $130,402.50. The DWP Trail Infrastructure Rehabilitation is part of the larger project to repurpose the abandoned DWP railroad bed as a multi-use, accessible trail for bikes, pedestrians, and equestrians and provide important east-west trail connections for the Superior Hiking Trail and the Duluth Traverse. The DWP Trail Infrastructure Rehabilitation will restore damaged portions of the rail bed via repair of washouts, repair or replacement of stormwater structures, removal of rock debris, brush clearing, and minor grading. The limited purpose of the DWP Trail Infrastructure Rehabilitation project is to reestablish a stable platform for the trail. A separate project in the future will add in trail surfacing, landscaping, and signage following another phase of public input.
Purchasing issued an Invitation to Bid on March 2, 2018, and received five bids from contractors listed below. Dirt Inc. submitted the lowest responsive bid.
