CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Regional Trail Program grant of up to $300,000 to construct Segment 6 of the Cross City Trail.
FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.
FURTHER RESOLVED, the city will provide the twenty five percent match through an application to the Federal Recreational Trail Program.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Natural Resources for a Recreational Trail Program grant up to $300,000 to construct a portion of Cross City Trail Segment VI between 59th Avenue West and the 61st Avenue West street end. The portion of trail to be constructed includes a new or refurbished bridge over Keene Creek and a wheelchair accessible ascent from the end of 60th Avenue West to 61st Avenue West. The City applied for a Federal Recreational Trail Program grant in February, with the intention that the state and federal grants would match each other so as to minimize any necessary City financial contribution. The City will pay for any costs in excess of $450,000 with proceeds of the Half and Half Tax - a one-half of one percent increment in the City's tourism taxes that may only be used to construct capital improvements on public property in western Duluth for the purposes of tourism and outdoor recreation.
