RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND LAW ENFORCEMENT LABOR SERVICES 363 FOR THE YEARS 2024-2026.

CITY PROPOSAL:

                     RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with Law Enforcement Labor Services 363 containing substantially the same terms as that attached hereto as Exhibit A, covering the terms and conditions of employment for Law Enforcement Labor Services 363 bargaining unit members for the years 2024 through 2026.

 

Statement of Purpose

STATEMENT OF PURPOSE: The city and the police lieutenants, represented by Law Enforcement Labor Services (LELS) 363, have been in negotiations for a successor agreement to their current 2022 collective bargaining agreement. The parties tentatively agreed to a 2024-2026 collective bargaining agreement on April 10, 2024, and the LELS 363 membership ratified the 2024-2026 collective bargaining agreement on April 17, 2024. The agreement is a three-year contract with general wage increases of 3.5 percent in 2024, 2.5 percent in 2025 and 2.5 percent in 2026.  Effective January 1, 2024, all bargaining unit members will be placed at Step E on the pay scale. New lieutenants will be placed on Step D of the pay scale.  Other changes include: a 1.0 percent longevity payment for lieutenants with six or more years of services as lieutenants and the addition of Indigenous People’s Day as a holiday.
