CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with INS3, LLC or the purchase and installation of a supervisory control and data acquisition (SCADA) historian system for a total amount not to exceed $50,250, payable from fund 540-920-1499-5530 (steam, Steam Department, steam non-operating, improvements other than buildings).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase and installation of a SCADA historian system at the Duluth Energy Systems plant from INS3, LLC (INS).
The SCADA system has passed its useful life and needs an upgrade to address security risks, improve reliability of the system, and improve access to data. The SCADA system allows operators to make changes to the operating parameters, view trend data, and troubleshoot problems. It also contains all of the historical data for environmental compliance reporting. INS installed the original GE iFix system sometime prior to Ever-Green Energy taking over management of the plant, and has supported it since. INS is in a unique position to understand the complexity of the system in order to complete the upgrade in a cost effective, efficient, and reliable manner.
