CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to express support for One Roof Community Housing's request for funding to the Minnesota Housing Finance Agency for low-income housing tax credits to construct a 42-unit mixed income apartment building.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution expresses the city council's support of an application to be submitted to the Minnesota Housing Finance Agency (MHFA) by One Roof Community Housing for low-income housing tax credits that may be awarded by MHFA for the construction of a 42-unit mixed income apartment building. The deadline for submission of the application to MHFA is July 15, 2021. MHFA intends to finalize their funding decisions by December 2021.

The proposed Decker Dwellings Phase II project calls for construction of a new three-story, 42-unit and mixed income apartment building adjacent to the Phase I Decker Dwellings apartment currently under construction on Decker Road near the Miller Hill Mall. The project will reserve four (4) units as permanent supporting housing units for homeless individuals with services provided by the Human Development Center and rental assistance in the form of Section 8 Vouchers or Housing Supports. Additionally, One Roof is pursuing the inclusion of five (5) units to serve households with disabilities. All remaining units will be available to the general population are targeted to meet the needs of the local workforce.

MHFA requires tax credit applicants for housing developments in Duluth to receive the support of the city council. The support is required to assure that a given proposal is a priority for the City of Duluth and that it meets locally identified housing needs. A 2019 Maxfield Research Inc. hous...
