RESOLUTION AUTHORIZING A LICENSE AGREEMENT WITH THE DULUTH AREA HORSE TRAIL ALLIANCE FOR TRAIL MAINTENANCE THROUGH 2025 AT NO COST TO THE CITY

CITY PROPOSAL:
BE IT RESOLVED, that the proper City officials are hereby authorized to execute a license agreement with the Duluth Area Horse Trail Alliance, substantially in the form of Exhibit A, for trail maintenance activities on existing trails designated for equestrian use through December 31, 2025, at no cost to the City.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a license agreement, substantially in the form of Exhibit A, with the Duluth Area Horse Trail Alliance (DAHTA) for trail maintenance through December 31, 2025.
DAHTA is a non-profit volunteer organization with the mission of educating the general public, and developing, maintaining, preserving, and protecting public lands and parks for equestrian use in and around the Greater Duluth Minnesota area. This agreement provides DAHTA with the license for non-exclusive use of existing trails designated for equestrian use to include trail maintenance specifications and equipment operating procedures. The agreement also requires DAHTA to procure and maintain liability insurance during the lifespan of the license.
