RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR TRANSPORTATION ALTERNATIVES FUNDING FOR THE CONSTRUCTION OF THE CROSS CITY TRAIL SEGMENT 6 FROM REDRUTH STREET TO FREMONT STREET.

CITY PROPOSAL
RESOLVED, that the proper City officials are hereby authorized to submit an application to the Minnesota Department of Transportation for funding of the Cross City Trail Segment 6 project as described in the application, attached as Exhibit 1.
THE CITY COUNCIL FINDS:
1. That the City of Duluth is undertaking a project to construct the Cross City Trail Segment 6 in 2030; and
2. The estimated cost for the construction of this project is $883,000. If awarded, Federal Transportation Alternative funds will be programmed for construction in 2030. The Minnesota Department of Transportation grants funding available through its Transportation Alternatives program; and
3. To receive the funding, the City's project will have to be selected by the Transportation Alternatives Taskforce managed by the Arrowhead Regional Development Commission.

FURTHER RESOLVED, that the City of Duluth has the legal authority to apply for the funding, and the financial, technical, and managerial capacity to ensure proper construction, operation, and maintenance of the project for no less than 20 years.
FURTHER RESOLVED, that the City of Duluth estimates the maximum grant amount to be $600,000, and is available on an 80 per cent/20 per cent local matching basis and the matching funds will be paid from Capital Improvement Fund 450.
FURTHER RESOLVED, that if the City of Duluth is awarded a grant by the Minnesota Department of Transportation, the City of Duluth agrees to accept the grant award, and the proper City officials are hereby authorized to execute a grant agreement with the state of Minnesota for the above referenced project.
