RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE IN THE TOTAL AMOUNT OF $999,268 AND FURTHER AUTHORIZING AN AGREEMENT WITH PROGRAM FOR AID TO VICTIMS OF SEXUAL ASSAULT FOR THEIR PARTICIPATION IN THE 2024 SAKI PROJECT.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $999,268, and to execute a grant agreement substantially the same as the attached Document A.

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Document B, with Program for Aid to Victims of Sexual Assault, Inc to provide a victim advocate and project coordinator services; revenue to be deposited in Fund # 215-200-2247-4209-02 (Duluth Police Grant Programs, Police, 2024 SAKI Project, Direct Federal Grants Operating) and Expenses to be taken from Fund # 215-200-2247-5447 (Duluth Police Grant Programs, Police, 2024 SAKI Project, Payment to Other Govt. Agencies), Fund # 215-200-2247-5331 (Duluth Police Grant Programs, Police, 2024 SAKI Project), and Fund # 215-200-2247-5700-10 (Duluth Police Grant Programs, Police, 2024 SAKI Project, Interfund Transfers Out to General Fund).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant in the amount of $999,268 from the Department of Justice, Bureau of Justice Assistance to support a multidisciplinary community response to develop sustainable practices with the intent to prevent a sexual assault kit testing backlog. This is a new grant that covers a three-year period from October 1, 2024 through September 30, 2027 with the City as the fiscal agent.
