CITY PROPOSAL:

                     RESOLVED, that the city council hereby authorizes $20,000 in CDBG funds from the 2015 CDBG Program Year and $12,000 from the 2016 CDBG Program Year to create the Coordinated Assessment Project. This resolution will provide funding for the Coordinated Assessment contract with the HRA as set forth below:

Statement of Purpose

STATEMENT OF PURPOSE:  In 2015, there were discussions in the Duluth community to have a coordinate entry manager to meet the ESG requirements of providing a coordinated assessment system to better assist individuals who were experiencing homelessness.  Funds were set aside in 2015 for this position, the remaining funds were to be used for this purpose, but will be reprogrammed in an upcoming project resolution.  In 2016, the Duluth HRA created the coordinated entry manager position to meet this need.  Funds from the 2015 and 2016 year are being used to pay for this position.  Additional funds for this position are coming from HUD and St. Louis County.
