CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Northland Constructors of Duluth, Inc for the 1st Ave East Reconstruction project in the amount of $5,635,100.00, payable out of Permanent Improvement fund 411, Department/Agency 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 2100.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the 1st Ave East Reconstruction project by Northland Constructors of Duluth, Inc in the amount of $5,635,100.00. Northland Constructors of Duluth, Inc was the lowest responsible bidder out of the two companies that responded. The engineer’s estimate was $4,801,728.54. Two bids were received, and they were higher than the engineer’s estimate. The overage was primarily due to higher hot water and steam utility work prices. It is not anticipated that lower prices will be secured be rebidding the project, and award of the project is recommended. Funding sources include multiple utility funds (water, sanitary sewer, storm water, street lighting, Duluth Energy Systems, Minnesota Power) as well as Sales Tax funding (Fund 291). Payable out of Permanent Improvement fund 411, Department/Agency 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 2100.
