RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN HUMAN DEVELOPMENT CENTER AND THE CITY OF DULUTH FOR AN EMBEDDED REGISTERED NURSE TO WORK COLLABORATIVELY WITH THE DULUTH POLICE DEPARTMENT AND THE MENTAL HEALTH UNIT TO BETTER RESPOND TO INDIVIDUALS WITH MENTAL ILLNESS AND SUBSTANCE USE DISORDERS.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute a memorandum of understanding, substantially the same as the attached Document A, with Human Development Center (HDC) to provide an embedded registered nurse to work collaboratively with the Duluth police department and the Duluth Police Department Mental Health Unit in order to better respond to individuals with mental illness and substance use disorders. HDC will pay the salary and fringe benefits for the registered nurse and the city will provide office space. 

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute a memorandum of understanding with Human Development Center to provide an embedded registered nurse to work collaboratively with the Duluth police department and the Duluth Police Department Mental Health Unit to better respond to individuals with mental illness and substance use disorders.  The goals of this collaboration include improving real-time co-response and intervention services, providing a robust mental health/clinical response, improving coordination and follow-up services and supports and improving intervention outcomes that enhance stability for the individual.  This MOU is for a term of three years.
